Державні мистецькі ліцеї: ґенеза та сучасні культуротворчі процеси

У статті розглянуто історичні, законодавчі та культурологічні аспекти зародження, становлення й розвитку державних мистецьких ліцеїв, які в період із 60-х років ХХ століття до 2020 року мали назву «середні спеціалізовані мистецькі школи-інтернати». Розглянуто витоки та ключові етапи формування закладів, їх визначну роль у розвитку й підтримці реалізації потенціалу обдарованої молоді в галузі культури й мистецтва. Методологія дослідження передбачала використання сукупності методів і підходів: аналітичного, культурологічного, історико-ретроспективного, системного, що дало змогу комплексно дослідити означену проблематику й отримати обґрунтовані результати дослідження. Виокремлено та систематизовано 6 мистецьких ліцеїв, які юридично підпорядковані Міністерству освіти й науки та Міністерству культури та інформаційної політики України. Визначено головні особливості державних мистецьких ліцеїв. Стаття зосереджується на ґенезі освітньої політики України у сфері освіти й культури. На основі детального аналізу суттєвих змін у законодавчій базі за часів незалежності, періодів реформування системи мистецької освіти, зумовлених процесами євроінтеграції, виявлено їх вплив на розвиток державних мистецьких ліцеїв. У дослідженні приділено увагу сучасному стану державних мистецьких ліцеїв, їх завданням та особливостям функціонування в період геополітичних змін і викликів сучасності. Наукова новизна роботи полягає в систематизації вітчизняних профільних мистецько-освітніх закладів для обдарованих дітей, а також визначенні їх культуротворчого складника в системі мистецької освіти України.

The article explores historical, legislative, and cultural aspects of the origin, formation, and development of State Art Lyceums, which from the 1960s until 2020 were known as specialized art boarding schools. The roots and key stages of the establishment of these institutions are examined, highlighting their significant role in the development and support of the potential of gifted youth in the field of culture and art. The research methodology involved the use of a combination of methods and approaches: analytical, culturological, historical-retrospective, and systemic, allowing for a comprehensive investigation of the identified issues and obtaining well-founded research results. Six art lyceums, legally subordinated to the Ministry of Education and the Ministry of Culture and Information Policy of Ukraine, are identified and systematized. The main features of state art lyceums are determined. The article focuses on the genesis of Ukraine's educational policy in the fields of education and culture. Based on a detailed analysis of significant changes in the legislative framework during the period of independence and the periods of reform in the art education system driven by the processes of Eurointegration, their impact on the development of state art lyceums is revealed. The study also pays attention to the current state of state art lyceums, their tasks, and features of functioning during the period of geopolitical changes and contemporary challenges. The scientific novelty of the work lies in the systematization of domestic specialized art educational institutions for gifted children and the determination of their cultural-creative component in the system of art education in Ukraine.
