Ключові положення міжнародної політики щодо реабілітації осіб з обмеженнями повсякденного функціонування

Метою даної статті є аналіз змісту міжнародних документів у сфері реабілітації осіб з інвалідністю і обмеженнями повсякденного функціонування та визначення ключових положень формування міжнародної політики у даній сфері. Вперше поняття «реабілітація» в міжнародній практиці було використано в 1844 році для визначення необхідності відновлення функцій організму з метою покращення якості життя. Подальший розвиток надання реабілітаційних послуг пов’язаний із створенням різноманітних міжнародних організацій, які опікувалися проблемами реабілітації – спочатку ветеранів Першої світової війни, потім дітьми шкільного віку (з порушеннями зору, слуху, мовлення та іншими фізичними порушеннями). Основними ключовими положеннями, які сьогодні формують міжнародну політику у сфері реабілітації, є: «Конвенція ООН про права осіб з інвалідністю», «Міжнародна класифікація функціонування, обмеження життєдіяльності та здоров’я (МКФ)», «Рамка реабілітаційних компетенцій». До 2001 року система реабілітації розглядалася в усьому світі лише по відношенню до осіб з інвалідністю. Сьогодні за міжнародними документами, у разі необхідності кожна людина має можливість отримати доступ до високоякісних послуг реабілітації.

The purpose of this article is to analyze the content of international documents in the field of rehabilitation of persons with disabilities and limitations in daily functioning as well as to determine the key provisions for the formation of international policy in this area. It has been established that the concept of «rehabilitation» was first used in international practice in 1844 to define the need for restoring the functions of the body in order to improve the quality of life. Rehabilitation services (medical, recreational, and social) emerged after the end of World War I and were provided by representatives of the Red Cross to war veterans. The further development of rehabilitation services relates to the creation of various international organizations. The modern concept of «rehabilitation» is considered as the restoration of a person's lost capacity, which specifies effective involvement of the person into the rehabilitation process to restore their physical condition, provision of psychological and social support during rehabilitation, and possible job retraining for further employment. Domestic and foreign sources consider different types of rehabilitation of persons with disabilities such as medical, psychological, social, physical, elementary, cultural, and vocational rehabilitation. Also, depending on the rehabilitation object, their psycho-emotional state, and the specific situation that affects the provision of rehabilitation services, it is advisable to use complex rehabilitation measures; that involves a purposeful combination of its various types. The main key principles that currently shape international rehabilitation policy are the «Convention on the Rights of Persons with Disabilities», the «International Classification of Functioning, Disability and Health: ICF», and the «Rehabilitation Competency Framework». Prior to 2001, the rehabilitation system worldwide was only considered for people with disabilities. Today, according to international documents, every person has the opportunity to access qualitative rehabilitation services if necessary. Our further research is aimed at determining the domestic practice of providing services for social rehabilitation of people with limitations in their daily activities, including those with visual impairments, taking into account international strategies.
