Ефективність та результативність освітнього процесу у вищій школі в умовах кризових явищ

Контекст розвитку системи вищої освіти останніх років є кризовим, що пов’язано не тільки із внутрішніми процесами у парадигмі ЗВО, а насамперед із соціальною природою освіти, яка залежить від суспільних умов функціонування. За останнє триріччя освіта в глобальному вимірі сильно постраждала й мусила суттєво трансфоруватися внаслідок пандемії коронавірусу. Однак у випадку з Україною кінець цієї кризи наклався на нову, викликану воєнними діями в державі. Війна становить уже не ідейну кризу, якими були стурбовані науковці світу впродовж усієї історії розвитку освіти, а реальну фізичну загрозу і суб’єктам освіти, і інфраструктурі та всій мережі ЗВО держави. Тому вивчення питань діяльності вишів країни в умовах кризових явищ є актуальним для всього українського суспільства. Метою статті є проведення комплексного інформаційно-оцінного аналізу ефективності та результативності освітнього процесу у вищій школі в умовах кризових явищ на основі узагальнення світового досвіду боротьби з кризою ковідного етапу та вітчизняного досвіду протистояння деструктивному впливу війни. У розвідці окреслено поняття кризових явищ, визначені риси кризи в освіті. Проаналізовано наявну літературу з теми, зокрема наукові праці та законодавчі акти, на основі яких здійснюється освіта у вишах. Виявлено брак чіткості в окресленні лексем «ефективність» і «результативність» вищої освіти у чинних законах про освіту. Зроблено пропозиції щодо вирішення цієї проблеми. Водночас проаналізовано постановку питання про ефективність і якість освіти у закордонному дискурсі, який, порівняно з українським, є значно прогресивнішим і має набагато більше дієвих напрацювань. Окреслено кризові наслідки ковідного періоду для освіти в глобальних масштабах, а також структуровано подано наслідки теперішньої кризи. Запропоновано перелік заходів для стимулювання ефективності й результативності освітньої діяльності українських ЗВО за умов теперішньої кризи. Визначено ракурс для подальших досліджень, які пропонується зосередити на практичних сторонах теоретично вже обґрунтованого питання.

The context of the development of the higher education system in recent years is a crisis, which is connected not only with the internal processes in the higher education paradigm, but primarily with the social nature of education, which depends on the social conditions of functioning. Over the past three years, education in the global dimension has been greatly affected and had to be significantly transformed due to the coronavirus pandemic. However, in the case of Ukraine, the end of this crisis overlapped with a new one caused by military actions in the state. The war is no longer an ideological crisis, which scientists of the world were worried about throughout the entire history of the development of education, but a real physical threat to the subjects of education, infrastructure and the entire network of higher education institutions of the state. Therefore, the study of the activities of the country's higher education institutions in the conditions of crisis phenomena is relevant for the entire Ukrainian society. The purpose of the article is to carry out a comprehensive informational and evaluation analysis of the effectiveness and efficiency of the educational process in higher education in the context of crisis phenomena based on the generalization of the global experience of combating the crisis of the Covid-19 stage and the domestic experience of resisting the destructive impact of war. The research outlines the concept of crisis phenomena, identifies the features of the crisis in education. The available literature on the topic was analyzed, in particular scientific works and legislative acts, on the basis of which education in universities is carried out. The lack of clarity in the delineation of the terms "efficiency" and "effectiveness" of higher education in the current laws on education was revealed. Proposals have been made to solve this problem. At the same time, the formulation of the question of the effectiveness and quality of education in the foreign discourse, which compared to the Ukrainian one, is much more progressive and has many more effective practices, is analyzed. The crisis con-sequences of the Covid-19 period for education on a global scale are outlined, as well as the consequences of the current crisis are presented in a structured way. A list of measures to stimulate the efficiency and effectiveness of the educational activities of Ukrainian higher education institutions under the conditions of the current crisis is proposed. The perspective for further research is defined, which is proposed to focus on the practical aspects of the theoretically justified issue.
