Міське самоврядування на Волині ХV–ХVІ ст. у наукових дослідженнях ХІХ – початку ХХ ст.

Здійснено аналіз наукової розробки проблеми становлення і розвитку інститутів
міського самоврядування на Волині вітчизняними і російськими вченими у ХІХ – на початку
ХХ ст. Засвідчено, що погляди дослідників детерміновано політичними процесами і, зокрема,
інкорпорацією польських земель до складу Російської імперії й польським повстанням 1830 р.
У цей час в Росії набуває поширення «теорія офіційної народності», втілена у гасло
«самодержавство, православ’я, народність». У контексті утвердження концепту «єдиної і
неділимої Русі» посилюється увага до історії українських міст. Із другої половини ХІХ ст.
поглиблюється розробка проблеми залучення українських земель до складу Великого
князівства Литовського, посилюється увага до історії міст, їх управління, що пов’язано із
діяльністю Тимчасової комісії для розгляду давніх актів. У 60–70-і рр. ХІХ ст. сформовано
два напрями досліджень – історико-юридичний та історико-економічний. Розглянуто
погляди вчених школи «західно-руського права» Ф. Леонтовича, М. Владимирського-
Буданова, Ф. Тарановського, засновників історичної школи при Київському університеті
В. Антоновича і М. Грушевського. Показано, що їх погляди на «литовський» період розвитку
українських і білоруських земель інколи принципово відрізнялися. У контексті аналізу
соціально-економічного і суспільно-політичного розвитку міст, функціонування там
міського самоврядування, розглянуто погляди М. Довнар-Запольського, М. Любавського та
І. Лаппо.

A retrospective analysis of the scientific development of the problem of the establishment
and development of the local self-government institutions in Volyn’ by domestic and Russian
scientists in the 19 th and early 20th centuries has been carried out. It has been proven that the views
of the researchers were determined by political processes and, in particular, by the incorporation
of the Polish lands into the Russian Empire and by the Polish uprising of 1830. «The theory of the
formal nation» embodied in the slogan «autocracy, orthodoxy and nation» gets propagated in
Russia at that time. In the context of establishing the concept of «united and indivisible Russia»,
attention is paid to the history of Ukrainian cities. Due to the activity of the Temporary
Commission for the consideration of the ancient acts from the second half of the 19th century, the
development of the problem of attraction of Ukrainian lands into the Grand Duchy of Lithuania is
deepened, attention is paid to the history of cities, their administration. Two directions of researchhistorical
and legal and historical and economic were formed in the 60ies-70ies years of the 19th
century. The views of the «Western-Rus law» school scholars’ F. Leontovich, M. Vladimirsky-
Budanov, F. Taranovsky, the founders of the historical school at the Kiev University V. Antonovych
and M. Hrushevs’kyj have been considered. It has been proved that their views on the
«Lithuanian» period of development of the Ukrainian and Belorussian lands were sometimes
fundamentally different. In the context of the analysis of the socio-economic and socio-political
development of cities, the functioning of the city self-government there, the views of M. Dovnar-
Zapolskyj, M. Lyubavskyj and I. Lappo have been considered.
