Державний стандарт як нормативна база функціонування вищої освіти є засобом формування єдиного освітнього простору вищих навчальних закладів в умовах їх автономізації, оскільки визначає межі самостійності суб’єктів навчального процесу, їх академічних свобод.

The reforming of Ukrainian higher education require a balance between the autonomy measure and government regulation of the studying process. Higher education improving is not possible without the use of tools and methods of standardization insofar as a normative framework for the functioning of the education is standards system. The creation of modern standards for higher education, designed for the future, the most important task of education quality assurance. Standardization is considered by researchers as sufficiently broad philosophical, educational, social, economic category. Particular attention is paid to standards in higher education. The standardization process provides the optimal balance between public education component, which is determined by the standards, and differentiated academic disciplines, that reflect the components of particular university.
Thus, the state standards are the means of forming a united educational space n conditions of university autonomy as far as they define the boundaries of the educational process independence, the academic freedom of education subjects.
