Встановлено, що важливою ланкою в системі соціального виховання в 20-х рр. ХХ ст. був дитячий рух, який найповніше реалізовував соціальне виховання дитинства, охоплюючи і дитячі будинки, і дитячу шкільну організацію, тобто поширювався на всі установи соціального виховання, де перебували діти.
